About this consultation

The CRU intends to revise some aspects of the certification process for High Efficiency (HE) Combined Heat and Power (CHP) units. Today, 30 January 2025, we publish a consultation on some proposed updates to the application process, along with some minor policy updates.

While the policy, first published in 2012 and supported by subsequent clarification notes, will remain largely unchanged, the CRU aims to streamline the certification process for CHP operators. Proposed changes include updating meter calibration requirements, (i.e. requiring operators to submit recalibration schedules to the CRU), clarifying certain policy areas, and implementing process improvements to enhance efficiency and accessibility.

The proposed updates, if ultimately approved, will simplify the certification process, enabling operators to access financial incentives which flow from certification. It is also intended that it will be easier for operators to apply for certification, potentially encouraging new applicants to engage with the scheme.
