The CRU has published its proposed decision and Uisce Éireann’s proposal for new non-domestic water and wastewater tariffs to apply to its non-domestic customers commencing on 01 October 2025. Uisce Éireann has just completed its first five-year revenue control, Revenue Control 3 (RC3), which ran from January 2020 to December 2024. The Strategic Funding Plan (SFP) for the period 2025 – 2029 was approved in November 2024 and Uisce Éireann subsequently made its submission to the CRU to seek an approved allowed revenue in December 2024. The CRU is now assessing this submission, and a final CRU determination on Uisce Éireann’s allowed revenue is expected in Q4 2025.
The approved SFP 2025-2029 underscores there is a potential need for a significant increase in Uisce Éireann’s funding over the five-year period to deliver Uisce Éireann’s capital programme and operating costs to achieve critical outcomes for customers and communities. In the absence of CRU-approved allowed revenue for 2025, the CRU has requested Uisce Éireann to submit a proposal to generate a new set of tariffs to apply to non-domestic connections on 01 October 2025. To align tariff levels with underlying costs and avoid substantial tariff shocks in the future, Uisce Éireann has proposed setting tariffs commencing on 01 October 2025, by applying a 13% increase to the 2024 tariff rates, calculated based on the percentage difference between Uisce Éireann’s projected 2025 revenue and its 2024 allowed revenue that was used to set 2024 tariffs. Having considered a range of options to balance the tariff principles more effectively (e.g., cost-recovery, tariff stability, etc), customer bill impacts, and regulatory integrity, the CRU is proposing to apply a 9.8% increase to the 2024 tariff rates. The rate proposed by the CRU is calculated by applying a historically informed adjustment (in line with the historical average RC3 efficiency challenge) to Uisce Éireann’s requested tariff percentage increase.
