The CRU has today, 15 of April, 2026 published a consultation paper seeking feedback regarding a minded-to decision on Interim Network Charges for Energy Storage. Following this consultation, the CRU will issue an interim decision replacing the CRU’s previous interim decision regarding this matter which was published in 2020 (Network Charges for Energy Storage Interim Decision, CRU/220/115). The revised interim arrangements for electricity network charges for energy storage are being put in place in advance of the completion of the wider, multi-annual review of the electricity network tariff structure.
The consultation document provides the background to the development of network charges applicable to energy storage units in Ireland before and after the 2020 interim decision. This is followed by discussion regarding the factors which informed the CRU’s minded-to decision as consulted on, including the evolving role of energy storage units and implications for Demand Transmission Use of System Charges (D-TUoS) customers.
The CRU considers that the proposed changes have potential to deliver benefits by contributing to greater integration of renewable energy and lower electricity prices over time.
In responding to this consultation, please refer to CRU/220/115 Interim Decision for further context.
The CRU will consider responses by stakeholders submitted by close of business on 13 May 2026.
Q1. Do you agree with the CRU’s minded-to position to remove D-TUoS for ESUs and charge on the basis of G-TUoS and not D-TUoS consistent with other generation units?
Q2. Do you agree that the stated position which is that replacing D-TUoS charges for ESUs with G-TUoS provides a locational siting signal for ESUs?
Q3. Do you agree that the stated position which is that replacing D-TUoS charges for ESUs with G-TUoS promotes a level playing field across ESUs located across the SEM?
Q4. Do you agree that the stated position which is that replacing D-TUoS charges for ESUs with G-TUoS promotes a level playing field between ESUs and generators within the SEM?
Q5. Do you agree that the stated position which is that replacing D-TUoS charges for ESUs with G-TUoS promotes ESUs ability to provide system benefits in the wholesale market by removing the distortions of volumetric charging?
Q6. Do you have any feedback regarding the CRU’s proposed implementation of its decision?
Q7. Should the CRU be considering other factors in evaluating the effectiveness of this interim decision and in future work regarding a more enduring decision?
