Th CRU has published a Proposed Decision on Electricity Connection Policy – Generation & System Services: Pre-engagement and High-Level Technical Assessment.

This Proposed Decision Paper sets out the CRU’s proposed decisions on the Pre-engagement and High-Level Technical Assessment (HLTA)process, including several changes from the ECP-GSS Decision (CRU/2024101) such as amending the timelines for submitting the Grid Application to reflect challenges aligning the timelines for planning- and grid-permitting processes, amending the validity period for HLTAs for transmission customers, and detailing the approach for non-RED III projects (i.e. conventional generation projects, energy storage projects which are not co-located as per the RED III definition, or other system services technology projects). This Proposed Decision Paper also details several further proposed decisions in relation to application fees (including a reduced HLTA application fee for community-led projects), inputs and outputs of the process, and transitional arrangements.

Comments are invited from interested parties in relation to the topics within this Proposed Decision Paper to be submitted through this consultation portal. Please provide supporting evidence-based rationale within responses. The deadline for responses to be submitted is 14 May 2025. The CRU will publish responses in full on the CRU website. Respondents should include any confidential information in a separate annex stating the rationale for not publishing this part of their comments. Responses from identifiable members of the public will be anonymised prior to publication on the CRU website unless the respondent explicitly requests their personal details to be published.
