The purpose of this paper is to consult with the public and all relevant stakeholders on the Post Construction Review (PCR) of the Greenlink electricity interconnector. The Greenlink interconnector is a 504 MW electricity interconnector connecting Ireland and Great Britain which has been operational since January 2025.  Greenlink is regulated under a Cap and Floor regime. The purpose of the PCR is to set final Cap and Floor values for the interconnector, considering whether any changes to the construction costs since Financial Close were efficiently incurred and are eligible to be included in the Cap and Floor levels. The CRU has set minded-to positions on GIL's cost allowances, and requests stakeholders views on these allowances. The CRU also requests stakeholders views on a number of financial model considerations.
