The CRU has today, the 10th April 2025, published the Consultation Paper: Guarantees of Origin for Renewable Gas: Development of the Supervisory Framework (CRU202540). This consultation is the next step in progressing the establishment of a Supervisory Framework for Guarantees of Origin for Renewable Gas (gGOs) as required by the relevant Statutory Instruments, predominantly including S.I. No. 350 of 2022, which transpose Directive (EU) 2018/2001, the Renewable Energy Directive 2018 (RED II). 

This Supervisory Framework relates to gGOs for grid-injected gas only from renewable sources, as set out in S.I. No. 350 of 2022. gGOs are electronic certificates, issued to renewable gas producers, whose sole function is to demonstrate that a portion of a particular supplier’s demand was met by renewable gas. To a final customer, the primary purpose of a gGO is to evidence that a given share or quantity of the gas supplied to that customer was produced from renewable sources at a point of origin which is not claimed by anyone else. gGOs have a monetary value and can be traded exclusively through a ‘book & claim’ methodology, meaning that the gGO can be traded independently of the physical delivery or actual quantities of renewable gas i.e. they do not need to follow the flow of renewable gas volumes.

To support the consultation process and the development of this Supervisory Framework, the CRU is seeking feedback from relevant stakeholders including producers, gas suppliers, consumer interest groups, industry groups, members of the public and all other interested parties regarding the information outlined in this document. The CRU will publish responses in full on the CRU website. Respondents should include any confidential information in a separate annex stating the rationale for not publishing this part of their comments. Responses from identifiable members of the public will be anonymised prior to publication on the CRU website unless the respondent explicitly requests their personal details to be published. Following the end of the 6-week consultation period on Thursday 22nd May 2025, the CRU will review responses received and, taking this feedback into consideration, will commence drafting the Decision paper to establish the Supervisory Framework for gGOs. The CRU expects to publish a Decision paper in Q3/Q4 2025.

Q1. Do you agree with the proposal to permit certain entities (producers traders and suppliers) as account holders in the Registry? And the associated allowable GO transactions?
Q2. Respondents views are sought as to whether the proposed minimum information required for the various steps (e.g. for registration issuance to be included on a GO) is sufficient and can be fulfilled? Should any additional information be sought?
Noting the proposal that in order for GNI to confirm that renewable gas volumes qualify as gas from a renewable source a valid sustainability certificate reference number issued by an EU voluntary scheme is required (section 2.2.2).
Q3. Respondents views are sought on the issuance of GOs and whether monthly or alternative periods are preferred. As outlined in this paper (section 3.2.1) the CRU is proposing monthly periods for requests and transfers.
Q4. The CRU has set out some key aspects in relation to a requirement for gas suppliers to complete an annual FMD and GSPV (as electricity suppliers are already required to do). Do respondents have any views in relation to this proposition?
Q5. The financial and reporting arrangements in relation to the operation of the Registry are set out including the proposed annual fee of €5000 to be paid by each account holder. Respondents views are sought on the proposed arrangements.
